BII National Certificate for Licensing Practitioners (NCLP)

Poppleston Allen Training is one of the few organisations to have been approved to offer the BII course for Licensing Practitioners. As a firm of solicitors with nationwide coverage we are uniquely placed to deliver this course drawing on our experience of how the Licensing Act is being implemented in practice up and down the country.

The course is broad in content and covers topics such premises and personal licences, Club Premises Certificates and Temporary Event Notices through to hearings, Reviews, Appeals, closures of premises and rights of entry. The course is relevant to anyone involved in the licensing process particularly Councillors, Licensing Authority Officers, responsible authorities and enforcement officers.

Courses are run in both Nottingham and London on a regular basis and these events attract a wide cross section of those involved in the licensing process . We are also very happy to travel to you and deliver the course to a closed audience invited by you. This would be of particular interest to those who wish to train their entire Licensing Authority (officers and members) or a gathering of people from neighbouring councils and responsible authorities. We have conducted the course on this basis numerous times including several licensing committees, licensing departments and police forces up and down the country. This approach often proves an extremely cost effective solution to training and a productive use of your budget.

Whilst our client base is predominantly from the licensed trade we provide specialist advice to police forces, licensing authorities and increasingly interested parties. As a result of this we aim for a balanced, non-biased presentation of the issues that the course specifically and the Licensing Act generally raise. We have now had the pleasure of meeting approximately 350 delegates on this course since its inception and consequently have developed an understanding of the unique concerns that each of the different stakeholders in licensing have.

The course fee of £200 + vat includes the BII exam fee, handbook, tuition, certificate costs and lunch.



BIIAB Level 2 National Certificate fro Personal Licence Holders (NCPLH)

The BIIAB Level 2. National Certificate for Personal Licence Holders course is a nationally recognised qualification designed for anyone authorising the retail sale of alcohol in licensed premises. This new BIIAB qualification is both QCA accredited and Government approved, and has been specifically designed to meet the statutory requirements of the Licensing Act 2003.

The course duration is 6 hours, commencing at 10.00am and finishing at 4.00pm, including a short multiple-choice examination at the end of the day comprising 40 questions. The first 5 questions (Section 1) must be answered correctly in order to pass the examination. A comprehensive handbook, presented in an easy-to-follow format, supports the qualification and covers all the information needed for the examination.

Programme Content

The NCPLH covers the syllabus set by Government to enable candidates to understand the law in relation to:

the roles, responsibilities and functions of licensing authorities within the framework of the licensing objectives

the application process for a personal licence

the role and legal responsibilities of the personal licence holder, and the penalties relating to failure to comply with the law

the premises licence

the content and purpose of operating schedules

the role and duties of the designated premises supervisor (DPS)

unauthorised licensable activities

permitted temporary licensable activities

rights of entry to licensed premises

police powers with regard to suspension and closure of licensed premises

the specific prohibitions for the sale of alcohol

the strengths of alcoholic drinks, and the effects of alcohol on the human body

the protection of children from harm

the responsible retail sale of alcohol

This one day course includes a multiple-choice assessment and costs from £150 + VAT (special rates apply) which includes the handbook, exam fees, certificates, lunch and refreshments.

BIIAB Award in Responsible Alcohol Retailing (ARAR)

The curriculum includes:

1. The nature of alcohol, the common measurements of alcohol content and the effect that it has on the human body

2. The main issues in the 2003 Licensing Act as they relate to alcohol retailers and servers
3. The law and consequences of breach, in relation to the protection of children, the sale, consumption, and other activities, and recommended forms of proof of age within licensed premises

4. The importance of contributing as a socially responsible team member with regard to the promotion and service of alcohol, the consequences of breach of the law, and strategies which will help the responsible drink retailer

5. How best to recognise and handle drunkenness of customers and the importance of doing so in relation to the law and the social responsibilities relating to the sale of alcohol

6. The potential causes of conflict and crime, appropriate strategies that can be adopted to prevent or eliminate these and the importance of personal safety

This half day course combines pre-course self-study and a face-to-face classroom session, plus a 30-minute examination. Refreshments are included.
